Financial Assistance Programs
Low Income Home Energy Assistance Program (LIHEAP)
LIHEAP helps income-eligible homeowners and renters pay their heating costs. Weatherization assistance is also available.

Good Neighbor Energy Fund
A one-time grant program administered by The Salvation Army for households facing temporary financial hardship who donโt qualify for LIHEAP.

Share the Warmth
Funded by generous community donations, this program helps Shrewsbury residents pay for heat, light, and hot water during the winter. Share the Warmth program allocates the total annual donations to customers in need, to help offset the cost of heat and electricity in the winter months. Applications for assistance must be filled out in person through one of our community contacts: Shrewsbury Youth & Family Services (SYFS), St. Anne’s, or the Shrewsbury Senior Center.

Income-Qualified Electric Rate (IQR)
The Income-Qualified Rate will be introduced effective March 1, 2026. This program is designed to support income-qualified residents by offering a waived “Customer Charge” on their monthly electric bills. Customers must be receiving assistance from at least one of the following programs:
- Home Energy Assistance Program (LIHEAP) administered locally by South Middlesex Opportunity Council (SMOC)
- State-aided Public housing administered by the Shrewsbury Housing Authority, or rental assistance
- Town of Shrewsbury Tax Relief Program for Personal Exemptions
Internet Assistance Program
This program is designed to support income-qualified residents by offering a substantial $20 monthly discount on any of our internet packages. Customers must be receiving assistance from at least one of the following programs:
- Home Energy Assistance Program (LIHEAP) administered locally by South Middlesex Opportunity Council (SMOC)
- State-aided Public housing administered by the Shrewsbury Housing Authority, or rental assistance
- Town of Shrewsbury Tax Relief Program for Personal Exemptions

Rebates & Incentives
Rebates are available for heat pumps, smart thermostats, insulation, EV chargers, high-efficiency appliances, and more. Income-qualified customers are eligible for Energy Starยฎ appliance rebates such as air purifiers, washers, dryers, refrigerators, dehumidifiers & more. Income-qualified customers are also eligible for an additional rebate on electric vehicles.
