Income-Qualified Electric Rate
SELCO is proud to introduce an Income-Qualified Electric Rate (IQR), effective March 1, 2026. This program is designed to provide meaningful monthly relief to residential customers demonstrating financial need. While your usage charges remain the same as the standard Residential Rate (R-1), we help lower your monthly total by eliminating the fixed cost of the customer charge.

How to Qualify
Customers must be receiving assistance from at least one of the following programs:
Home Energy Assistance Program (LIHEAP) administered locally by South Middlesex Opportunity Council (SMOC)
State-Aided Public housing administered by Shrewsbury Housing Authority or rental assistance
Town of Shrewsbury Tax Relief Program for Personal Exemptions
Applying
To receive the monthly Income-Qualified Rate, customers must apply by contacting SELCO Customer Service at 508-841-8500, and will be required to recertify annually.
Processing
Our Billing & Collections team will verify eligibility for the discount by coordinating with our local community assistance programs.
Approval
Once verified, the customer charge for electric service will be waived on the customers account with a yearly expiration date.
Renewal
For annual renewal, customers will receive notices via mail and phone call:
60-day reminder letter
30-day reminder letter
If a customer has not renewed by the given date, the rate will be returned to the standard residential electric rate (R-1) and the customer charge will be added. Customers will then have to reapply and the Income-Qualified Rate will restart for the following month, if eligible.
